It's all about the money you see. 'favour the shooter' is a tertiary side effect (aka marketing mist), of the simulation repair work required to make low ticks usable. It's bluntly cheaper to run low tick server because cpu load and network usage is lower, so you can have many more game servers running on the same machine.
